15 Goebbels, Die Zweite Revolution. According to Goebbels's ideas the elite among the top leadership had to contribute something more than sentiment; see the article 'Der Generalstab' in Nationalsozialistischen Briefen, No. 16, 15th May 1926, in which he expounded:

'By means of breeding and strictness a circle had to be separated of the best, the bravest and most unselfish. Bound to each other with puritanical cruelty, they had to harden their hearts against the day when more would be demanded from us than sentiment: brutality, consistency, sureness of understanding, clarity of vision.'
