A BOY of three has become the youngest vandal in Britain after police caught him damaging cars near his home.

The tiny vandal was seen attacking cars but because he is seven years below the age of criminal responsibility, the police were powerless to act.

The case comes just days after figures revealed that as many as 3000 criminals in the UK escaped punishment last year because they are too young to be prosecuted.
