This may be a reference to the Portus Julius, an artificial harbour which Agrippa, the friend of Augustus and his admiral in the Battle of Actium, formed on the coast of Campania by constructing strong channels between Lake Lucrinus and the sea and between Lake Lucrinus and Lake Avernus.
