This verb, meaning to carry out or fulfil, used to be hardly known outside the "barbarous jargon of the Scottish Bar". As recently as 1926 Fowler "could not acquit of the charge of pedantry" a writer who used the expression "implementing Labour's promises to the electorate". It is now too firmly established to be driven out, but the occasional use of carry out or fulfil for a change would be refreshing.
