37 Semmler, Goebbels. In fact such a chest already existed. Ribbentrop had got it after his return from Moscow from Koch, the Gauleiter of East Prussia. While Ribbentrop kept in it all agreements signed by him at this point, Kordt, Nicht aus den Akten, has pointed out that of the 18 agreements in the chest, 17 had already been broken by Ribbentrop, i.e. Hitler.
