Paris: France was rocked by its 19th consecutive night of rioting and arson after President Jacques Chirac addressed the nation and announced anti-discrimination initiatives. The French national police said 215 cars were set on fire across the country and 71 people arrested. Mr Chirac announced the creation of a volunteer civil service to aid disadvantaged minority youths. He said the volunteers would be working with 50,000 young people by the year 2007.
